1) PLease make sure to also set environment variable $TOSDIR cygwin/opt/tinyos-2.x/tos
Otherwise it wont compile correctly
2)Also while installing cygwin, make sure to enable rpm packages in setup. It will be part of default accessories but will disabled(by default).
search for rpm in search menu and enable them.
